Smart City News: ICCC Review, Saharanpur and Xiongan

This week’s smart city news has a clear thread running through it: cities are moving from building projects to running them well. A parliamentary panel will look at how Smart City command and control centres actually work, Saharanpur and Srinagar are talking about upkeep of finished assets, and a safety scare in Agartala shows what happens when maintenance slips. Abroad, Xiongan in China and Thu Thiem in Ho Chi Minh City show how big new urban districts are being planned.

Here are seven stories from the last few days, each with a short summary, a link to the original report and a line on why it matters. For background on the technology behind many of them, see our complete guide to control rooms.

Smart city news from India

Parliamentary panel to examine Smart City command centres

The Parliamentary Standing Committee on Housing and Urban Affairs has picked 25 subjects to examine in detail during 2026-27. Alongside PM-eBus Sewa, RERA and unauthorised colonies in Delhi, the list includes the functioning of Smart City Integrated Command and Control Centres (ICCCs), urban flooding, traffic congestion and GIS-based master planning, ET Infra reports.[1]

Why it matters: ICCCs were the technology centrepiece of the Smart Cities Mission, so a parliamentary review of how they are used day to day is significant. Our control rooms guide explains what a well-run command centre should deliver.

Saharanpur nears completion of its Smart City programme

Saharanpur had completed 113 of its 115 Smart City projects by 1 March 2026, with an investment of about Rs 12.35 billion, according to Construction World. The work upgrades an existing commercial centre with roads, water, sewerage, underground cabling and bridges, plus an ICCC, traffic management, city surveillance and a GIS portal.[2]

Why it matters: The report notes that the next phase depends on maintaining completed assets and keeping digital systems up to date, a challenge every Smart City SPV now faces as the Mission winds down.

Srinagar Smart City CEO puts the focus on maintenance

Dr Basharat Qayoom, Commissioner of Srinagar Municipal Corporation and CEO of Srinagar Smart City Limited (SSCL), reviewed ongoing projects with senior officers, including the general manager of the city’s ICCC. He asked for regular inspections, timely repairs and preventive maintenance so that Smart City assets stay useful to residents.[3]

Why it matters: Including the ICCC team in a delivery review is a good sign. In Trisim’s view, a command centre only pays off when it is staffed, maintained and tied into daily civic operations.

Agartala manhole incidents raise questions on upkeep

Two women were reportedly injured in separate incidents during Durga Puja when their feet got trapped in damaged drain and manhole covers in Agartala, one at Colonel Chowmuhani and one near the Lichubagan water tank on Airport Road. Tripura Times reports that residents have raised concerns about the quality and maintenance of footpaths and covered drains built under city renewal works.[4]

Why it matters: Agartala has some strong Smart City results, which we covered in our post on how Agartala, Guwahati, Ranchi and Bhubaneswar used the Mission, and its SPV is still tendering new street works, including a cycle track listed in our latest SPV tenders post. Pedestrian safety needs the same attention.

Transline Technologies prepares for an IPO

New Delhi-based Transline Technologies, which works on AI-powered surveillance, biometric identity and command centres for government, railways and smart city clients, is preparing an IPO that will be a pure offer for sale, according to an analysis on Investing.com India. The price band and dates have not been announced yet.[5]

Smart city news from around the world

Xiongan hosts a global governance forum

Xiongan New Area, the planned city about 100 km southwest of Beijing, is hosting the 2026 Global Governance Forum, Xinhua reports. The city says it has over 500 km of smart roads, an urban computing centre holding more than 40 billion data records, a digital model for every building and utility tunnels running beneath the streets.[6]

Why it matters: Xiongan is one of the most ambitious examples of a city built with a digital twin from day one. Our post on digital twins in Indian cities looks at how far Indian cities have come on the same idea.

Lotte Eco Smart City breaks ground in Ho Chi Minh City

Lotte Eco Smart City Thu Thiem, a VND60 trillion (about US$2.3 billion) mixed-use project in Ho Chi Minh City, broke ground on 23 October, VOV reports. The 7.45-hectare site will combine housing, Grade A offices, retail, hospitality and public spaces, and is being developed by Lotte Properties HCMC, in which Vietnam’s Phat Dat holds a 35% stake.[7]

Why it matters: City officials see Thu Thiem as a new hub for finance and commerce. For how global cities compare on smart city performance, see our look inside the IMD Smart City Index.

The takeaway

Across these stories, the common message is that operations matter as much as construction. Command centres, roads and drains built under the Smart Cities Mission now need steady maintenance, good data and clear accountability to keep serving citizens.
