Smart City SPVs: New Tenders This Week
Smart city SPV tenders are one of the clearest signs of what India’s Smart City companies are building next. Over the past week, five Smart City SPVs, in Guwahati, Jammu, Agartala, Nashik and Indore, published new tenders on their state e-procurement portals. Together they cover a riverfront plan, a multi-level car park, safer streets with a cycle track, a police command and control centre and a large urban redevelopment site.
Below is a short look at each project and what it means for the city. Every detail comes from the official tender page on the government e-procurement portal. For the bigger picture, see our round-up of good news from Smart City SPVs over the last three months.
New smart city SPV tenders, 15 to 22 October 2026
Guwahati Smart City Limited, Assam
Guwahati Smart City Limited (GSCL) is looking for a consultant to prepare a Detailed Project Report (DPR) for the rejuvenation and development of the Bharalu Riverfront in Guwahati. The tender page lists an estimated value of ₹3.5 crore and a 90-day work period. The Bharalu runs through the heart of the city, and GSCL’s own website already features plans for the Mora Bharalu and Bharalu Beel. A DPR is the first step towards turning that plan into a cleaner, greener public waterfront.[1][2]

Jammu Smart City Limited, Jammu and Kashmir
Jammu Smart City Limited (JSCL) has invited bids for an Engineering, Procurement and Construction (EPC) contract to build a multi-level car parking facility at Jewel Chowk, Jammu. The estimated value is about ₹29.59 crore. Moving parked cars off the road and into a dedicated structure should free up street space around Jewel Chowk and make the area easier to move through on foot.[3][4]

Agartala Smart City Limited, Tripura
Agartala Smart City Limited (ASCL) has floated a works tender for paver blocks on Barjala Road and VIP Road, along with a new cycle track on VIP Road, under the SASCI scheme (Special Assistance to States for Capital Investment). The estimated value is about ₹2.70 crore, with a 90-day work period and an 18-month defects liability period. A dedicated cycle track and better-finished roadsides support safer, more people-friendly streets in the Tripura capital. Agartala’s earlier Smart City work is covered in our post on how Agartala, Guwahati, Ranchi and Bhubaneswar used the Smart Cities Mission for citizens.[5][6]

Nashik Municipal Smart City Development Corporation Limited, Maharashtra
Nashik Municipal Smart City Development Corporation Limited (NMSCDCL) is selecting a System Integrator to supply, install, integrate, test, commission, operate and maintain Command and Control Centre infrastructure at the SP Rural Office in Nashik. The tender value is listed at ₹30 crore. A command and control centre gives police teams a single place to watch, coordinate and respond. Here, Nashik’s Smart City SPV is bringing that capability to the SP Rural Office. Our post on the evolving role of control rooms in modern cities explains why these centres matter.[7][8]

Indore Smart City Development Limited, Madhya Pradesh
Indore Smart City Development Limited (ISCDL), the SPV formed by Indore Municipal Corporation and the Madhya Pradesh Urban Development Corporation, has issued a Request for Proposal (RFP) to select an EPC contractor for infrastructure development works at MOG Lines Land Parcel 1 (old government quarters) near Mhow Naka, Indore. The estimated value is about ₹33.84 crore. Preparing infrastructure on an old government housing site helps the city put the land to new use, a good example of an SPV unlocking urban land for the next phase of growth.[9][10]

What these tenders show
Look across the five and a pattern appears. Smart City SPVs are still busy, and their work now spans planning (Guwahati’s riverfront DPR), mobility (Jammu’s car park and Agartala’s cycle track), public safety technology (Nashik’s command centre) and land redevelopment (Indore’s MOG Lines parcel). The SPVs are using the same transparent e-procurement route for all of them, so citizens and industry can follow each project from its first notice.
Trisim’s view
In Trisim’s view, it is good to see SPVs keep investing in command centres and city infrastructure that will serve residents long after the Mission’s original timelines.
