Five Smart City SPV Tenders: Electric Buses to Audits

Agartala orders ten electric buses and a waste awareness drive, Indore services its command centre and offers a housing block to developers, and Bhopal hires an internal auditor

This post argues that this week’s smart city SPV tenders show three Smart City SPVs moving from building projects to running them well. Between 29 and 31 October 2026, Agartala Smart City Limited, Indore Smart City Development Limited and Bhopal Smart City Development Corporation Limited published five new tenders on their state e-procurement portals. They cover electric buses, a public awareness campaign for waste management, upkeep of a city command centre, a new housing block and an internal audit.

Each project is summarised below, and every detail comes from the official tender page on the government portal. Our previous SPV tenders post covered road sweepers, a solid waste team and groundwater recharge, and our overview of India’s Smart Cities Mission in 2026 explains where these companies fit today.

Agartala is buying electric buses and planning a waste awareness campaign

Agartala Smart City Limited describes itself as a special purpose vehicle under the Government of Tripura.[3] We looked at how the city used the mission for its citizens in Four Cities, Four Routes Through the Smart Cities Mission.

Agartala Smart City Limited, Tripura: ten AC electric buses with charging

Agartala Smart City Limited (ASCL) has invited bids to supply ten fully built air-conditioned electric buses for Agartala, along with charging facilities and three years of comprehensive maintenance. The tender page lists a value of about ₹13.40 crore.[1] Ten new electric buses with their own charging points give the city cleaner, quieter public transport.

Agartala Smart City Limited, Tripura: awareness campaign for the solid waste project

In a second tender, ASCL is selecting an agency to run Information, Education and Communication (IEC) and Behaviour Change Communication (BCC) activities for its solid waste management project under CITIIS 2. The tender page lists a value of ₹3.89 crore and a 730-day work period.[2] Agartala is one of the 18 cities chosen for CITIIS 2.0, which supports integrated waste management projects,[4] and a two-year campaign helps residents sort and hand over waste the way the new system needs.

Indore is looking after its command centre and building homes on government land

Indore Smart City Development Limited (ISCDL) lists a Command & Control Centre among the city’s IT initiatives on its website.[7]

Indore Smart City Development Limited, Madhya Pradesh: servicing a server rack at the ICCC

ISCDL has issued a request for proposal to replace the condenser fan and service a smart rack (model SR-635-RC) at the Integrated Command and Control Centre (ICCC) in Indore. The tender page lists a value of about ₹1.55 lakh.[5] It is a small job, but cooling for the servers is what keeps a city’s control room running around the clock.

Indore Smart City Development Limited, Madhya Pradesh: developer for a housing block at MOG Lines

ISCDL is selecting a developer to build a multi-storeyed residential housing block on Block No. 16 of the MOG Lines Land Parcel-1, on a DBFOS basis under a joint development model. The tender page lists a value of about ₹11.08 crore.[6] The SPV is putting old government land near Mhow Naka to use for new homes, alongside the MOG Lines infrastructure works it tendered earlier in October.

Bhopal is appointing an internal auditor

Bhopal Smart City Development Corporation Limited, Madhya Pradesh: internal auditing firm for 2026-27

Bhopal Smart City Development Corporation Limited (BSCDCL) has issued a request for proposal to appoint an internal auditing firm for the financial year 2026-27, with a 365-day work period.[8] Regular internal audits help a city company keep its accounts and project spending clean and on record.

Buses, upkeep and good accounts

These five tenders are not about new monuments. They pay for buses people can ride, a campaign that helps a waste system work, upkeep for a control room, homes on unused land and a clean set of books. That is what running a smart city looks like once the first round of building is done.

Trisim’s view: spending on upkeep and day-to-day operations is what keeps smart city projects useful for citizens, and these SPVs are doing exactly that.
