Four Smart City SPV Tenders: Road Sweepers to Groundwater

This post argues that this week’s smart city SPV tenders are mostly about keeping cities clean. Between 24 and 27 October 2026, three Smart City SPVs published four new tenders on their state e-procurement portals: Jaipur Smart City Limited is buying two road sweeping machines and a machine that clears weeds and floating trash from water bodies, Jalandhar Smart City Limited wants a team to oversee the city’s solid waste work, and Dharamshala Smart City Limited is building groundwater recharge structures. Three of the four are about waste and cleanliness, and the fourth is about water.

Each project is summarised below, and every detail comes from the official tender page on the government portal. Our previous SPV tenders post covered a riverfront plan, car parks and a command centre, and our overview of India’s Smart Cities Mission in 2026 explains where these companies fit today.

Jaipur is buying road sweepers and a water-body cleaning machine under CITIIS 2.0

Jaipur is one of the 18 cities selected under Component 1 of CITIIS 2.0, the programme of the Ministry of Housing and Urban Affairs with AFD, KfW, the European Union and NIUA that supports integrated waste management projects.[4] Both new Jaipur tenders are marked as being for Jaipur city under CITIIS 2.0.[1][2]

Jaipur Smart City Limited, Rajasthan: two CNG road sweeping machines

Jaipur Smart City Limited (JSCL) has invited bids to supply, install, test and commission two truck-mounted mechanised road sweeping machines that run on CNG, each with a CNG auxiliary engine. The tender page lists a value of ₹2 crore and a 60-day work period.[1] Machine sweeping keeps busy roads cleaner, which suits a city whose Smart City SPV puts its heritage and tourism at the centre of its plans.[3]

Jaipur Smart City Limited, Rajasthan: a weed harvester and trash skimmer for water bodies

In a second tender, JSCL wants one aquatic weed harvester that also skims trash from the surface of water bodies, with a minimum capacity of 6.0 cubic metres. The tender page lists a value of ₹70 lakh and a 60-day work period.[2] One machine that handles both weeds and floating litter gives the city a practical way to keep its lakes and ponds clear.

Jalandhar is setting up a dedicated team to oversee its solid waste work

Jalandhar Smart City Limited, Punjab: project management unit for solid waste

Jalandhar Smart City Limited (JSCL) is engaging an agency to set up a dedicated Project Management Unit (PMU) for monitoring, supervision and management support of Integrated Solid Waste Management activities in the Municipal Corporation of Jalandhar. The tender page lists a value of about ₹24.07 lakh.[5] The SPV’s website already lists the purchase of multipurpose machinery to boost the corporation’s capacity among its city-wide projects, and a PMU adds people to track how that waste work performs every day.[6]

Dharamshala is building structures to top up its groundwater

Dharamshala Smart City Limited, Himachal Pradesh: groundwater recharge structures

Dharamshala Smart City Limited (DSCL) has floated a works tender for the construction of recharge structures in Dharamshala, which help rainwater soak back into the ground. The tender page lists a value of about ₹48.9 lakh and a 365-day work period.[7] The hill city’s Smart City programme already runs an Integrated Command and Control Centre around the clock, and this tender turns attention to the water under the town.[8]

Three of these four tenders pay for keeping the city clean

These four tenders buy machines, people and small structures rather than large buildings. That is the work of running a city well: sweeping roads, clearing water bodies, supervising waste contractors and saving rainwater. For more SPVs doing this kind of work, see our round-up of good news from Smart City SPVs over the last three months.

Trisim’s view: a smart city is judged by how clean and well run it stays, and these SPVs are spending on exactly that.
