Smart City SPV Tenders: Panaji Road, Aurangabad Zoo
Panaji is rebuilding Rua de Ourem Road as a smart road with new footpaths and a utility corridor, and Chhatrapati Sambhajinagar is bringing a high-tension power line to its planned zoo at Mitmita
This post argues that this week’s smart city SPV tenders are about getting the basics under the ground right before anything visible goes up. Since our last round-up on 2 November, two Smart City SPVs have put out new tenders. Imagine Panaji Smart City Development Limited wants a contractor to rebuild one of the capital’s old riverside roads with wider footpaths and a single corridor for cables and pipes. Aurangabad Smart City Development Corporation Limited wants a new high-tension power connection for the site of the city’s planned zoo.
It’s a short list this time, and both tenders are worth a closer look. Every detail below comes from the official tender page on the state portal. Our last SPV tenders post covered Agartala’s electric buses and Indore’s command centre, the one before that was mostly about keeping cities clean, and our overview of India’s Smart Cities Mission in 2026 explains where these companies fit today.
Panaji: one road, dug up once
Imagine Panaji Smart City Development Limited (IPSCDL) is a wholly owned Government of Goa company and the city’s Smart City SPV.[2] Its website lists projects such as the Miramar beachfront promenade, the boardwalk through the mangroves and the Goa Intelligent City Management System.[2]
Imagine Panaji Smart City Development Limited, Goa: Rua de Ourem as a smart road
IPSCDL has invited bids to rebuild Rua de Ourem Road, from Four Pillar Junction to the Old Patto Bridge, as a smart road. The work covers upgrading the road, widening and improving the footpaths, building a dedicated utility corridor and laying new electrical, water supply and optical fibre lines, all on an EPC basis. The tender page puts the value at about ₹38.18 crore with a 365-day work period.[1]
A shared utility corridor means power, water and fibre all sit in one planned space under the road. Every new connection after that won’t mean digging up the road again, and people on foot get a better footpath along a busy stretch of the old city.

Chhatrapati Sambhajinagar: power for the new zoo
Aurangabad Smart City Development Corporation Limited (ASCDCL) is jointly owned by the Government of Maharashtra and Chhatrapati Sambhajinagar Municipal Corporation. It was set up in September 2016, after the city was picked in Round 2 of the Smart Cities Mission challenge.[5]
Aurangabad Smart City Development Corporation Limited, Maharashtra: HT power connection for the zoological park at Mitmita
ASCDCL has issued a tender for electrical works to bring a new high-tension (HT) power connection to the zoological park site at Mitmita. The tender page puts the value at about ₹31.62 lakh.[3] The SPV’s website describes the zoo as a 100-acre ‘Smart Zoo’ with a master plan approved by the Central Zoo Authority, planned for around 500 animals of more than 60 species and about 10 lakh visitors a year.[4]
A zoo of that size needs steady power for animal enclosures, lighting, water and visitor services, so a proper HT connection is one of the first things the site needs.

The groundwork comes first
Neither tender will make headlines on its own. But a road with its cables and pipes sorted out underneath, and a zoo site with reliable power, are the kind of groundwork that decide whether the bigger projects on top actually work for the people who use them.
Trisim’s view: planning utilities and power properly at the start is what lets a city add cameras, sensors and services later without tearing things up again.
